Can I tribute one monster and pay 1000 lifepoints for mausoleum of the emperor to summon Majestic Mech Goryu?

No. "Mausoleum of the Emperor" does not allow you to still Tribute Summon the monster you are paying for. "Mausoleum" allows for you to Normal Summon that monster by paying the correct amount of LPs in mulitples of 1000.

No. "Majestic Mech - Goryu" is a Double Tribute monster. If you wish to get him out with "Mausoleum", you'll have to pay 2000 LPs.

You are not substituting Life Points for Tribute monsters. In other words, you are not "Tributing" Life Points to Summon your monster. Instead you are paying Life Point to Normal Summon. It is no different than if you placed a Level 4 monster on the field, you just have to play Life Points to do it. That's why you can't combine paying Life Points and Tributing a monster. It's one or the other.
