Answer:

"Mataza the Zapper"'s effect of "control of this card cannot switch" is identical to the effect that "Blindly Loyal Goblin" has.

"Blindly Loyal Goblin"'s rulings on UDE's Specific Card Questions and Answers page say that it cannot be targeted by the effect of "Relinquished" or "Thousand-Eyes Restrict," and the same is true of "Mataza the Zapper."

Is this true? So Thousand Eyes Restrict cannot target Horus The Black Flame Dragon Lv4?

I can't see why that wouldn't work.

Because recently in a tournament last week I had Magical Scietist and I got Thousand-Eyes Restrict out, use the effect of Thousand-Eyes Restrict and tribute summoned it for Jinzo and attacked directly for game.

Can someone clarify this for me? Thanks to anyone in advanced.

That ruling is true. You would not be able to use TER to absorb Mataza, Blindly Loyal Goblin or Horus Lv4. The same would apply to Creature Swap if those are the only monsters on one side of the field
 
In order for TER to equip itself with a monster it has to take control of the Card. (Cards on your side of the field are under your own control, so to move a card to another side of the field is to take control of it.)
 
Hmm... I mean like I thought Thousand-Eyes Restrict takes on the ATK/DEF value of a monster by an effect, I never knew that the effect in some manner the effect is control shifting a monster. I thought it was in some manner, turning the targeted monster into an Equip Spell card so it could be equipped to Thousand-Eyes Restrict.

The opponent's monster sucked by TER goes to the Spell/Trap Zone of the controller of TER. So you do control the card. This is why Blind Loyal Goblin, Horus LV4, etc. can not be sucked by TER.
