I'll go over this post once I'll be read it. Why do people always try to do too much.. Would be nice if you could link some not so known cards too.

I wouldn't like to play against such a deck.. although the ground idea is good, how do you want to kill someone in this deck? Adding some Wave-motion Cannon's should be useful, as basically, the deck is kinda slow.

(BTW, I guess your Degenerate Unit is a Degenerate Circuit, isn't it?)

I don't like Pulling The Rug; it's too situational. What do you want to use it for since your Mask of Restrict won't allow any Monarchs effets? Maurading Captain isn't played so much these times, and running it because of Stratos is overdone IMO.

Ojama Trio+Kaiser Colloseum.. I like the concept.

Instead of trying to return every card to your foe's hand, you may also just try Mirage Dragon

So my guess:
+3 Wave-Motion Cannon
+1 Sangan
+1 Mirage Dragon
-2 Pulling The Rug
-3 Lady Ninja Yae OR -2 Lady Ninja Yae/ -1 Tornado Bird OR -1 Mask of Restrict/-2 Lady Ninja Yae

Will be tough to master this deck though

I'm in the process of combining a new deck idea with and old one.
Unfortunately it takes a little time to get it right.
I Kill with direct attacks!! That's the main idea!!
While at the same time disrupting their hand and ruining the DW, D.D. Crow, and other graveyard effect cards.
I control the field with Cursed Seal of the Forbidden Spell.
It's no. 1 target: Heavy Storm. Turning this off for the entire duel means that I win for sure.
It's not supposed to be fast by nature.
It's supposed fun & controlling the opponent much like a puppet.
Knowing that if only they could summon at all they could stop me, but they cant.
Why? Because I'm also controlling who can and can't summon. Something no one has ever gone after before.

It's a burning lock deck. It Locks the opponent out and burns 'em up!
Yes Circuit. I don't know where I got the word UNIT from. I think I was
looking at a Nitro Unit at the time though.

Mirage Dragon added.
Wave -Motion Cannon added.
Mask of Restrict STAYS deck staple for this deck.

Re: Mastering the deck.
As you see in Pop Lockin' where I came up with the Kaiser Coliseum + Ojama Trio + Mask of Restrict Combo. I have experience with this deck.
It's a new concept so it will take a while for a new user to understand, but in time it's very easy to play and win. Just make sure you take out that Heavy Storm! That's the key. I've never lost a game that I shut down Storm in.
