Monsters that can attack twice in a turn

There is room for a lot of discussion probably on monsters that can attack twice in a turn, but my main concern is one situation that has been encountered a few times that I have seen. Say that a monster such as Hayabusa Knight or Mataza the Zapper were to have their first attack negated by something like Magic Cylinder or Draining Shield. It WOULD still get to use its second attack, right? It looks like there is no condition stopping it from getting its second attack, unless there is something I don't know about how these cards are ruled.
 
that is what I thought, but someone I was playing one of the times had Axe of Despair and Mage Power equipped to a mataza and attacked, I responded with cylinders. He did not attack again and I asked him why. He told me he wasn't allowed to. I wasn't about to complain, his mistake let me win the duel, and also the match.
 
Ah, I see. Well all I could say to that is players should be up-to-date with rulings, or called a Judge and ask to double-check, so you earned that victory. I know it may not seem possible for everyone to know every rule, but, someone in your area should be taking the initiative to inform and educate players further. Seeing that you opponent doesn't realize that Magic Cylinder does not linger or in any way restrict that monster from attacking again if it "could" like Mataza the Zapper.
