Without checking online, how does one determine if a card's effect is targeting or not by just reading the card's text?

I thought the highest level of certification for non-upperdeckentertainment employees was 3 and that UDE employees could be lvl 5...

There will be a Level 4/5 test for non-upperdeckentertainment employees, but it hasn't been released yet.
And yes, you could consider some UDE employees as Level 5 judges (Kevin Thewart).

No disrespect intended to anybody with a Level 4 or 5 but we've gotten much more consistent answers from Netrep than Upperdeck. Â Until Upperdeck decides to give us an actual list of "cards that target" and you might as well be waiting for the easter bunny if you think we'll get that or the Priority Essay, you have been given the best information currently available on the subject.
It would be great if Konami would retool and classify every card with all information needed. Â But obviously that ain't gonna happen. Â And Upperdeck only does what they are allowed to by Konami.

You've got a point, I was using lvl 5 judge as an exxageration. I just want a set of guidelines I can follow to determine if a card targets or not in any given situation...
