Power ups are always for this attack only. However with all the team attacking that TT do, this can be a huge boost.
Keep in mind that since it is a power up it increases the defense of each character as well. So if you are team attacking a character that is equal attack to your largest drop in the team attack, New Teen Titans will prevent them from stunning your largest drop.
