The anime might be interesting (if utterly stupid), but I'm more interested in the changes to the game you mentioned. I'm not surprised there will be yet more themed cards (probably far too many, and nowhere near powerful enough to actually be used in the real game, of course).
How exactly will the Fusion Deck change to the Extra Deck? Will it now include all Fusion Monsters plus a few extra cards that can only be obtained by a regular card effect (and presumably are a bit stronger to compensate)? I suppose those upgraded Neo-Spacians (e.g. Neo-Spacian Marine Dolphin) could become just regular Effect Monsters instead of Fusions of 1 monster (a stupid concept if ever I heard one - A fusion of 1 monster?). IF they're willing to change the cards in that way, of course, which I severely doubt.
Hey, there's a thought. If all the stronger cards go into the Extra Deck, and it's made difficult to get those cards to use them, perhaps we're even looking at the end of the Banned List? All the banned cards could be listed as Extra Deck cards instead (perhaps with the stipulation that each card in the Extra Deck must be different).
I'll certainly be surprised if such a big change actually happens to the game. It'll confuse the smeg out of everyone, seeing as how the game isn't amazingly well explained in the first place. Ideally they'd take the opportunity to revamp the game some more, make things cleaner and rigidly defined and actually understandable, but we all know that won't happen. Which is a shame.

Now, some rule changes and Starter Deck 2008
RULES:
1. New Expert Rule --> Master Rule (dunno)
2. Sacrifice Summon --> Advance Summon (changing the name of a tribute summon?)
3. Cost of all type --> Release (again, dunno)
4. Fusion Deck --> Extra Deck - Also a limit of 15 cards max
5. Side Deck can now be 0 ~ 15 cards (was MUST be 15 cards and MUST have side)
6. Synchron Monsters:
6a. Color of the card: White
6b. They are put in the Extra Deck
6c. Can be special summon when the total level of the specific Tuner monster and other monsters match the level of the Synchron monster
7. Tuner Monster:
7a. Acts as special summoning requirement for Synchron monster
7b. Acts as effect monsters
Apparently the new Starter Deck 2008 has some of these monsters, and the set after Light of Destruction is full of them, including the "chase card" Stardust Dragon, which is a Synchron. I'm sure we'll obviously get the Fusion Deck to Extra Deck rules change, the first three I don't know about though, since the wording is just direct Japanese translation.
