night mare states that when it is flipped face up you can return 1 card to the owners hand. Since this is not a flip effect can I use this with ceasefire.

2. if my 7 colored fish attacks a face down nightmare penguin will my fish kill it because of the power boost that occurs when nightmare is face up on the field.

its not a flip effect flip effects are monsters that say FLIP:then what ever the effect is penguin just says when flipped face up

1) No, it is not considered a "FLIP" effect because it doesn't say that "FLIP" icon anywhere on the card, but it basically works just like "FLIP" effect monsters (but does have a few advantages). So in your question, "Ceasefire" would not stop the effect of "Nightmare Penguin" (hence one of the advantages).

2) Yes, because there is a time in the damage step where if a face down monster has a continuous effect, it is allowed to take effect on the field.

Taken from Kevin Thewart's Damage Step Breakdown:

[1] Enter the Damage Step

>> "Sasuke Samurai", "Paladin of White Dragon", "Mystic Swordsman LV2",
"Mystic Swordsman LV 4" activate and resolve now.

[2] Flip target card face-up if face down

>> Continuous monster effects like "Jinzo", "Goblin King", "The Agent of
Force - Mars", apply as soon as they are flipped face-up.

>> "Reflect Bounder", if attacked while in Attack Position, inflicts damage
to the opponent now.

The power boost is a continuous effect, so it would kick in before damage calculation, but it only applies to monsters on the same side of the field as Nightmare Penguin, so your 7 Colored Fish would not kill it.

Yes, that is correct, I missed that little part.

Nightmare Penguin
Water/Aqua/4/900/1800
When this card is flipped face-up, return 1 card on your opponent's side of the field to the owner's hand. As long as this card remains face-up on the field, increase the ATK of all WATER monsters on your side of the field by 200 points.

Sounds like semantics to me. An effect monster that only gets its effect when flipped. Ceasefire negates the effect of Flip Effects. How many Effect Monsters actually have an effect that only activates when flipped face-up??

Mabye if Ceasefire said, "Flip-type" effects, or effects of "Flip Summoned" monsters. I just dont see where the logic is in calling Nightmare Penguin just an effect monster that can return an opponents monster to his hand when it goes from face-down to face-up, and not a flip effect.

Remember, this is just a point of view, not a flame session.

I'm pretty sure Nightmare Penguin is unique.  It acts just like a flip effect monster, but without the drawbacks like NoC, Ceasefire, Fiend Skull Dragon, Blade Knight, etc.  But the fact is, it is NOT a flip effect effect monster since it lacks the (Flip) text the same way Toon Alligator is not a Toon monster because it does not say "Toon Monster" on the card.

I'd have to agree with the ruling that Nightmare Penguin's effect would still fire off if flipped up by Ceasefire.

There's no "point of view" about it.  Flip effect monster have "FLIP:"  written on it.  That's a rule.  Period.  No discussion, no opinions. It's the rule; every one must follow it.

There are many cards that have effects that activate when flipped face-up or flip-summoned.  Spirit Monsters, Many monsters from PGD, Senju et al. Guardian monsters.

OKay.  Now we have a situation where we are not open to a point of view.  No where on Ceasefires effect does it say "Flip Effect Monsters" are negated.  Is that another rule that must be followed?

If you cant ask questions, then your no better than Konami with your answer.  I tried to be diplomatic.  Im sure half these questions could be answered by "Go to the Rule Book" or "Man, cant you look up the answer yourself???"  Most people aren't here for that type of answer.  But I guess that's what it comes down to, doesnt it?! Especially since no rule has EVER changed in the past....

The reference to Flip Effects in Ceasefire is referring to FLIP: Effects. There are certainly other monsters like Tsukoyomi and Otohime that have their effect trigger when flipped face up (even by Ceasefire) though those effects are not contingent upon flipping as they also trigger when the monster is summoned face up. There are other monsters such as Swarm of Locust, Stealth Bird and Guardian Sphinx that are not FLIP: Effects but effects that are triggered when these monsters are Flip Summoned. If I am not mistaken this is the first monster to have an effect that does need to flip but does not need to flip summon. As such it is somewhat new ground. I wasn't surprised to see questions on this monster.

I always thought they said "FLIP:" to cut down on text, we all know the regulations on FLIP, but it's a shorter way of saying "when this card is flipped" Thats my view anyway.

That's true, but it's now a type of effect which is discriminated against by Cease-Fire, Blade Knight, etc.

Penguin Soldier is not unique. There's at LEAST also Royal Bodyguard.
