Non-Spellcasting Area rulings contradiction?

There seems to be an obvious contradiction in the rulings for Non-Spellcasting Area.


Ruling 5. says
[Re: Burst Stream of Destruction] It is an effect of "Burst Stream of Destruction" that "Blue-Eyes White Dragon" cannot attack, so if "Non-Spellcasting Area" is on the field, "Blue-Eyes White Dragon" CAN attack. If "Imperial Order" is activated later, "Burst Stream of Destruction"'s effect is negated and "Blue-Eyes White Dragon" CAN attack.


While ruling 10. says
[Re: Inferno Fire Blast] If you activate "Inferno Fire Blast" while "Non-Spellcasting Area" is active, the effect of "Inferno Fire Blast" disappears.


How come 2 very similar cards in the same situation will yield such different outcomes? When you activate Burst Stream of Destruction with Non-Spell Casting Area on the field, your Blue-Eyes White Dragon CAN attack, but the same logic does not apply to Inferno Fire Blast and Red-Eyes Black Dragon? Is this some sort of elitist favoritism towards Kaiba fans?


Or am I missing something very basic here? Can they both be right at the same time?
 
Burst Stream of Destruction normally would affect Blue-Eyes White Dragon were it not for Non-Spellcasting Area.

As long as there is a BEWD on the field, you can still activate Burst Stream of Destruction. That Non-Spellcasting Area is on the field has no relevance.

The fact that the second effect would normally cause BEWD to be unable to attack DOES affect BEWD, but that part is negated due to Non-Spellcasting Area. Thats why he can attack. You can still play the Spell Card because it is only looking for a BEWD to meet the requirement for activation.

I don't think that is accurate. If Non-Spellcasting Area is already active when Inferno Fire Blast is activated then Inferno Fire Blast will not inflict damage and will not prevent any attacks. The "condition" could not be placed on the Red-Eyes B. Dragon because it is currently unaffected by Spell cards.
