Numinous Healer And Attak and Receive

Based upon all the rulings right now, I would say no you can't activate them because you are in the damage step and they don't fall under any of the categories of allowable cards you can activate. (After all, you can't activate Michizure in the damage step even if your monster is destroyed as a result of battle so I would say no to these as well).
 
Unless it was changed fairly recently, both cards mentioned can indeed be activated in the Damage Step. I believe it had something to do with its triggering requirements or some such.

we have to get a new ruling from them, the new rules state that only modifiers and speed 3 traps can be activated.

neither are speed 3.

but then again there could be the whole, except the following cards....
 
We are also told that Ronin is NOT an official source of rulings.

Well I'm happy for you that people in your area accept unofficial sources as correct. I certainly wouldn't.

ANyway, back to the subject, i don't think taht the rulings are jsut pulled out of nowhere, a ruling in netrep should be used in the absence of anything else. It's a good environment for tournaments is when everyone is on the same page, even if it later turns out to be wrong.
 
yes, both net rep and ronin. arnt official source and mr. tewart in a way is correct.

you never know when 1 or the other will be out of date.

while the judge-yu stuff is more official because it comes from them. yugioh-card.com same deal

why is it that the card regestry is so good?

its really good because its quicker than going to yugioh-card.com

i know empyre makes ronin and its a great program, but its true that we cant really go by it as "official" we know its legit and comfirmed information. but we should go by whats in the judge-yu and yugioh-card.

i never once bashed on the team that made ronin and netrep what it was and is.

their both great sources of information but we need to realize. we have to use a certain set of documentations.

all the same info, but one is considered "official" and the other Official.

why do you think we have so many rediculous headaches?

on the topic, to get a very more legit answer we need to email them and find out what the answer is.

The old rules stated the same thing. It just wasn't as explicit.

To be more precise, ATK/DEF modifiers, Speed 3 effects and effects that would specifically negate other effects (such as using Dark Paladin or Maryukotai's effects) may be used in the Damage Step. I remember this question a while ago, and while my memory may be shoddy on this, it had something to do with the fact that damage was being inflicted.

Keep in mind that Null and Void can also be used in the Damage Step, yet doesn't fit the description of above.
 
Inferno Tempest and Sebek's Blessing I can see because they both are specifically referring to Battle Damage and the only time that is going to be calculated is in the Damage Step so that is their proper timing.

What doesn't follow is Attack and Receive and Numinous Healer. Yeah, the timing may fit for them, but so do a lot of other cards where the timing could fit but have been ruled illegal to activate during the Damage Step like Michizure and My Body as a Shield. So where's the consistancy between one and the other.

P.S. for the comment that RONIN doesn't follow the official rulings, yet the Card Registry is so good, RONIN is nothing more than the yugioh-card FAQ in an easier to read form (aka just like the Card Registry on the site). In fact the one thing we do that the FAQ doesn't do is that we take the time to cross-reference entries for an even easier lookup. Does it get out of date? Sometimes only when something "new" is posted and we haven't taken the time to update it. But otherwise what you find in both IS just the mirror of their own FAQ so what you see there is the "Official" answers from the FAQ and the FAQ alone.
