Optional effect?

Let's say I have a Pyramid Turtle in attack mode, I activate reinforcements and attack a Revival Jam with Umi on the field (1700 vs. 1700) we both die. I summon Ryu Kokki to the field with Pyramid Turtle's effect. Can my opponent activate Revival Jam's "optional" effect by announcing his intent to pay the 1000 life points or has he missed his chance because Ryu Kokki has been summoned after he was sent to the Grave?
 
Well, this is the first i've heard of Pyramid Turtle being an optional trigger, but if it is then mandatories would always go first on the chain (in priority order) and then optionals. So, Pyramid Turtle will be Chain Link 2 in this case.

I believe that it also depends on the order of trigger. Can bishop confirm?

All it depends on is who the turn player was. So in this example say the turn player had Witch and the other player had Pyramid Turtle. Both have the same attack strength and they destroy each other in battle. Both effects activate at the same time so:

Step one of Chain: Witch's resolution (turn player)
Step two of Chain: Pyramid Turtle's resolution (defending player)

Now during the resolution of the Pyramid Turtle, that player has the option of resolving it or not (since it is an optional effect). Then the Witch's effect must resolve since it is manditory.

If the situation were reversed, then the Witch's effect resolves first and the Pyramid Turtle's effect may or may not be resolved depending on what the player wants to do.

Thing to remember about SEGOCs when it comes to optional effects is that normally you can't chain a Speed 1 action with another. This chain that is created is merely a way provided for the players to determine whose effect resolves first which is why an optional effect doesn't have to be at the end of the chain in order for that player to get said effect. (think about it, under normal circumstances in this example, Pyramid Turtle going to the graveyard form battle would start the chain which is why that player could get it). But in the case where 2 do activate/resolve at the same time, that's where the SECOG ruling comes in since both effects would start a chain but in this case 1 has to go first.

I fully understand how SEGOC works, it is not afterall, a new concept by any means.

The reason I said what I said, is because of how it was explained to me by magician_noir.

Apparently, the upcoming rules on Priority (in the essay), explain that in the case of a SEGOC, mandatory effects (ie. [Witch of the Black Forest]) will be placed on the chain first (in Priority order), and then optional effects (ie. [Mystic Tomato]) will be placed on the chain afterwords (in Priority order), before any player can respond.

Of course, nothing is for certain yet.
