question bout his effect

In one of the GBA games when i used to have him in my deck when an opponent attacked him the flip effect seemed to resolve first

is it the same in TCG or am i mistaken?

yes it would be the firts to resolve unless they negate him with dark ruler hades or any other monster that negates flip effect.

Link 2: "Penguin Soldier"

So unless you add another link, "Penguin Soldier" will be the first to resolve.

However, remember, that cards like "Airknight Parshath" would make you draw a card first, and THEN be effected by monsters like "Penguin Soldier".

the damage resolved first then the flip effect kicked in the game

During an attack, in the damage step, damage is applied before flip effects resolve.
