Phantom of Chaos effect

Just wondering if Phantom of Chaos can copy an LV monster's effect. Example...

Player has Jinzo and Horus LV8 in the graveyard.
Player summons Phantom of Chaos and removes Jinzo from play.
Player activates Double Summon and summons a second Phantom of Chaos and removes Horus LV8 from play.

Does this mean that I now have two monsters on the field that can negate all traps and spell cards?

If so, talk about abuse?

Yes, that works just fine, but remember, it only works for that turn.

Well yeah but if i were you Id take horus first and then jinzo so the opp doesnt negate double summon.
