Here's my take on the Toon deck.

Just some thoughts on the deck. Toon Dark Magician Girl is the best toon tribute because it can strike the turn it is summoned. This is so much more helpful than an extra 500 - 1000 Att as you will often find the main problem with toon decks is speed. Take into account you don't lose 500 LP per attack and she's the one. Toon Gemini Elf is the ace of the staff and should / will be your main attack force. Toon Goblin Attack Force is great defense and a 1 time big hit <usually tributed after that hit>. Toon Cannon Soldier can be a big wild card ending the fight a turn earlier then the opponent would want and that's good because all your toons are vulnerable to a S/T Remover. Toon Masked Sorcerer is strickly for card drawing and tribute. A Cat of Ill Omen is there to help get Ultimate Offering / Spirit Barrier into my hand because they really support my toons and are game changers. Mobius the Frost Monarch is mostly for Spell / Trap Removal but a 2400 Beatstick is never a bad thing and the CC Monsters don't really need an explanation.

Giant Trunade absolutely OWNS in this deck as it lets you really protect your Toons since it doesn't destroy Toon World but returns it to your hand. Next turn is another free Direct Attack since they can't MST / Heavy your TW. It also has great Synergy with Premature Burial allowing you to return it to your hand without destroying the monster and Swords of Revealing Light allowing you to extend the no attack which could mean death to your opponent because if they can't clear your field of toons they just keep wittling away at their LP directly. Magic Reflector is protection for your Toons because TW is their weakspot. Scapegoat is great with toons because the little fluffies can be used as tribute for your TDMG as they are special summons - they can also be used as ammo for TCS. Toon World / Toon Table of Contents are pretty self explanitory as is the other staples.

The Traps are pretty straight foward. Ultimate Offering is used to swarm the field at the end of the opponents Combat Phase with my Nontribute Toons so on the next turn i can drop Toon World and strike directly. The combo of Spirit Barrier / Astral Barrier or Toon Defense is to create a lock where you can let all their attacks go past your toons and be 0 while your toons strike their LP directly. There is 1 Astral Barrier and 1 Toon Defense because Toon Defense is searchable by way of Toon Table of Contents.

Straight off the bat I can tell this deck is going to have tons of problem against a deck heavy on monster removal...

And why not Toon Defence instead of Astral Barrier?
 
Ultimate Offering is a card that would work well here. At the end of the opponent's Battle Phase, Summon a bunch of Toons, and they can attack the next turn. That way the delay is ignored. Plus if it's at the end of the Battle Phase, you don't have to worry about them being destroyed by battle, only by card effects (which they may have used up destroying the monster you Summoned last turn).

Emergency Provisions is a good card in here, since it's a Quick-Play and it'll give at least 1000 Life Points (and it sends cards instead of destroying them).

Come to think of it, you could even combo Emergency Provisions with Solemn Judgment to win back LPs, if not gain more (especially during late-game).
 
Once again you are right on target Ojimaru. Monster Removal <especially Mirror Force> are huge problems for this deck and is the reason i have a Mobius in there. I thought my main fear would be MST / Heavy but to my surprise the ordinary traps were a much bigger threat. Magic Reflector has protected me numerous times from a toon wipe out but there's nothing i can do about the traps outside of Mobius / Breaker. So any suggestions on that front would help.

On Astral Barrier / Toon Defense - I went 1/1 because I couldn't decide which side to fall on. Astral Barrier protects all my monsters but isn't searchable. While Toon Defense is searchable but only protects my lower toons leaving Toon Dark Magician Girl vulnerable to all sorts of heavy hitters. I can deal with a Monarch or Jinzo taking them out but at 2000 ATT she's vulnerable to Cyber / GAF / Giant Orc and other quick play bigs. I could really go either way as i'm not totally sold one way or the other. If Toon Defense protected all Toons i would side with its searchability.

Onto the suggestion from Maruno. Hell's yes that would make this deck a much bigger threat. As you can see i'm sort of a newbie and i didn't even know you could activate Ultimate Offering on your opponents turn. This opens up a whole new quick strike technique i can try to abuse. This one is a deck changer and difference maker and i'll start switching some cards around ASAP.

Emergency Provisions is another great suggestion. Not game breaking like the other one but a worthy one none the less. I didn't take into account the verbiage on the cards as well as i should have seeing how protecting my little Toons from Toon Worlds demise should be priority one. The +1000 LP is just gravy as this is like extar magic reflectors. <1> of these will be going in too.

Thanks guys - This is all stuff i can use and with Ultimate Offering this deck is much more dangerous. I'll post an update of the deck list as soon as i come up with a better mix.
 
Had another look at the Traps and I'll have to say it'll be better off if you had 3 Sakuretsu Armours instead of the Astral Barrier, Toon Defence and Spirit Barrier. Reason being in order for the latter three to work, you'd have to have at least one monster and field and you'll still get damaged; conversely, the good ol' faithful Armour destroys the opponent's monsters outright.
