If Phoenix`s summoning is negated by solemn judgment/horn of heaven, would he come on the field by his efekt?

Yes, he'll come back because he is destroyed by the effect of Solemn Judgment/ Horn of Heaven.
 
Another one of these rulings that kind of goes against what has already been said. Personally I should say that Phoenix can't come back because it should be on the field for it's effect of being destroyed by an effect rather than battle to activate. So cards like Horn of Heaven and Solemn Judgment which negate the summon entirely, meaning that it was never on the field in the first place wouldn't cause it to regenerate, but all other effects where the card is on the field should. How about a ruling regarding this as well?
