Another one of these rulings that kind of goes against what has already been said. Personally I should say that Phoenix can't come back because it should be on the field for it's effect of being destroyed by an effect rather than battle to activate. So cards like Horn of Heaven and Solemn Judgment which negate the summon entirely, meaning that it was never on the field in the first place wouldn't cause it to regenerate, but all other effects where the card is on the field should. How about a ruling regarding this as well?
The key part of this is the word 'destroy', not negate. Dark Necrofear and Vampire Lord have a similar ruling with Solemn Judgment.
Sacred Phoenix of Nephthys and Vampire Lord have no restrictions on where they have to be when destroyed to Special Summon to the field. Notice thier effects are not true "reivival" effects as they do not use terms like "return" or Special Summon this monster "back to the field". And the rulings reflect this.
