Phoenix Wind Blast

Can it be chained to a normal magic card like Nobleman of the Crossout to negate its effect and send it back to the top of the opponents deck. What about chained to a trap?

"Phoenix Wing Wind Blast" doesn't negate anything. It only returns the card to the top of the deck. You can chain it to a Normal Spell/Trap card, but you cannot target that same Spell/Trap card to be returned to the top of the deck.

OK thanks this card does have some decent uses after all just not as lethal as I was hallucinating.

As an aside, if the Spell/Trap card is continuous, you can chain it to put it back on the top of the deck.

And also the rare cases of a card that stays on the field that isn't Continuous, like Swords of Revealing light and nightmare's steelcage. Anything else that's going to resolve and go to the Graveyard at the end of this chain, is ineligible.
