Normal Spell
You can only activate this card when there is a "Black Luster Soldier - Envoy of the Beginning" or "Chaos Emperor Dragon - Envoy of the End" on the field. Add 2 of your cards that are removed from play to your hand.
Just to knock out the down side of this card first. With "Chaos Emperor Dragon - Envoy of the End" banned and likely to stay that way, this card can only work with 1 other Restricted card on the field. So yes it is a bit situational. To help though, it doesn't matter WHICH side of the field "Black Luster Soldier - Envoy of the Beginning" is on so if your opponent has him out on the field, well it's time to go to work.
"Primal Seed" is one of the few cards left in the game that you can use win an infinate loop to pretty much win your match against your opponent. With "Banisher of the Light" you can use 2 "Primal Seed" cards to keep recycling the cards from your "Removed from Play" area. Otherwise, "Soul Release" can be used to help with the recycling. "Different Dimension Capsule" can help place some of the cards you need in "Removed from Play" since "Primal Seed" can return them even if they are face down. Once you have what you need, you can:
Use a "Pot of Greed" loop to draw your whole deck.
Use a direct damage card to just burn your opponent.
Use "Card Destruction" to deck your opponent out.
Use "Spell Absorbtion" or "Soul Absorbtion" to gain infinate life points.

"Primal Seed" is situational yes, but not that difficult of one to set up. It's a vastly underrated and very deadly card that can be used to turn your opponent's strength against him.
