I could use a bit of quick research from someone as I'm judging a tournament an my hands are full right now.

Reliquished absorbs Black Luster Soldier-ETB
Can the owner of Black Luster Soldier-ETB still activate Primal Seed?

I would assume so, but there is no official ruling on this. I am basing this on the Archfiend cards, specifically Falling Down, which requires you to control an Archfiend (including the Axe of Despair that is in the S/T zone).

Well, look to see if there are any old rulings about if Relinquished absorbed Lord of D. and someone tries to play The Flute of Summoning Dragon since I would think it would be similar circumstances.

I can't find anything in the Netrep Files 6.0b or the ARRJ.

My guess would be like D's, you could.

It seems from the Falling Down rulings a card retains it's Card Name even while equipped to Relinquished.

I can't see why not?

A card never loses it's name, unless it's own effect treats it as some other card like "A Legendary Ocean" is treated as "Umi".

The card will still retain it's name.

Good catch on the rulings from Falling Down. I would have never thought to look there!

For the benefit of all judges I posted a question to the UDE Judge's board though. Even when we've figured out an unpublished ruling I like to post it to the judge's board so that it is documented and other judge's read it and have it in their mental library.

Thanks for the quick answers last night folks. The situation didn't actually come up but it was begging to! The scenario was all set up. I'm surprised the player didn't at least try to activate Prmal Seed after drawing it.

According to the JERP, it will not work with Black Magician, Harpy Lady, or Lord of Dragon, as they aren't monsters.

Also, this is VERY interesting:
