I definately disagree with that.

Summoning = no Spell Speed, simple as that.

Activating Mass Driver = a card activation that uses the chain block.

In otherwords, you retain Priority to activate an effect after a summon, because it does not use the chain. Conversly, once you activate a card, you automatically pass, so i highly doubt your thinking will work. On top of this, an effect like Mass Driver cannot be used until the card itself has resolved into play first, similar to something like Ultimate Offering.
