pulling the Rug qustion???

Pulling The Rug will not destroy Jinzo when he's summoned because his effect is continious. Pulling The Rug only destroys monsters with effects that activate when they're summoned, such as the Monarchs. About Cyber Phoenix, I'm not too sure cause I really don't pay much attention to Cyber Phoenix, but whatever.

Almost, but since the card was errata-ed, the effect was expanded. The new Official text is this:

Negate the activation and effect of an Effect Monster whose effect activated when a monster was Normal Summoned (even itself), and destroy that Effect Monster.

So this would now also negate the effects of cards like King Tiger Wanghu and Mysterious Puppeteer as well as the standard cards such as Monarchs and Gadgets.

Also remember that the effect has to be activated too in order to use Pulling the Rug. Mobius and the Gadgets have optional trigger effets (which to try and stem the long list of people who might get confused by this: They are Trigger effects. They can only activate upon a successful condition being met which in this case is the Monster being Tribute Summoned (Mobius) or Normal Summoned (Gadgets) successfully. But these effects can miss the timing since they have the word "CAN" in the card text which also mean the Player can decide not to allow the effect to activate too. Now in the majority of cases this will never be an issue but in those small cases you can't simply just play "Pulling the Rug" just as soon as the monster hits the field. You have to wait for the player to declare they're using the effect.)

Last thing to keep in mind. Optional Trigger Effects though are still Trigger Effects which is the only thing you can use Pulling the Rug on (when the trigger is in response to a summon). When the player uses Priority to activate an Ignition effect such as Summon Exiled Force, activate or Flip-Summon Mask of Darkness, you cannot activate Pulling the Rug. Neither of those have an effect that activate when the monster is Normal Summoned.

And before anyone asks "Can I use it on so-and-so monster?" just think "Does this monster's effect activate when something is summoned or can I use this anytime?" The answer to that should be the answer to your question.
