the wording on the card kind of confuses me. it reads You can discard this card to the Graveyard to add 1 "A Legendary Ocean" from your Deck to your hand. can you use his affect from the hand or the field? in other words, do you have to tribute him from the field to get the effect, or can you do it from the hand? thx

There's part of the reason for your confusion right there. Tribute is, by default, a field mechanic. You can only tribute from the field, unless an effect dictated otherwise. (And very few do). Discard is, by default, a hand mechanic. Same deal, you can only discard from your hand, unless an effect dictates otherwise. Tribute and discard, in either case, though, are not the same thing, and shouldn't be mixed and matched.
