Question on Breaker the Magicial Warrior

just a question, where can i find official rulings on breaker's spell counter priority?

like for example, does breaker get to use his spell counter against bottomless trap, ROD, and torrential tribute, etc??
 
When you summon "Breaker the Magical Warrior", his effect of getting a Spell Counter will go as Chain Link 1. If your opponent responds to the summon with a card like "Torrential Tribute", heres how the Chain works:

Chain Link 1: "Breaker the Magical Warrior" getting a Spell Counter.
Chain Link 2: "Torrential Tribute".

Resolution:

1) "Torrential Tribute" destroys all monsters on the field.
2) "Breaker the Magical Warrior" never gets his Spell Counter because he is not face up on the field.

However, lets say that you summon "Breaker the Magical Warrior" successfully, and your opponent does not respond [and lets you put the Spell Counter on him].

After this, you would have Priority to remove the Spell Counter and use his effect.

EDIT: And heres [part of] the Official Ruling:

Placing a Spell Counter on "Breaker, the Magical Warrior" is a chain that begins after it is Summoned. If your opponent chains "Trap Hole" or "Ring of Destruction" to the placement of a Spell Counter on "Breaker, the Magical Warrior", "Trap Hole" / "Ring of Destruction" resolves before the Spell Counter is placed on "Breaker, the Magical Warrior", so you cannot chain "Breaker, the Magical Warrior"'s effect.

Amusingly enough, I was just reading about that myself right now when looking for a ruling for another situation that came up between my friends right now while they're dueling. I seem to be the "unofficial" judge of all our games, but they usually just call me "rules bitch". ;)
