Reckless greed v Heart of the underdog

Scenario

I have heart of the underdog active and reckless greed set from my last turn.

In my draw phase (before I draw) I activate reckless greed and draw two cards. Will the second effect of reckless prevent the heart of the underdog from activating, assuming I draw a normal monster?

Aside from a few effects that happen before or in place of your Draw (Hino-Kagu-Tsuchi, Freed the Matchless General) you cannot activate anything before you Draw (Spell or Trap-wise).

As for the second effect of Reckless Greed and missed timing issues, Reckless Greed does not have a second effect. The "skip your next 2 Draw phases" effect resolves concurrently and is not considered a seperate thing. Note the rulings involving Null and Void, quoted here from RONIN (important part italicized):

*You can only chain "Null and Void" to an effect that draws cards and does nothing else. You can chain "Null and Void" to the activation of "Pot of Greed" or "Jar of Greed". You can chain "Null and Void" to the activation of the effect of cards like "Airknight Parshath".

You can chain "Null and Void" to "Reckless Greed". Since you cannot draw by the effect of "Reckless Greed", the effect of skipping 2 Draw Phases is NOT applied.

Re set question to after I draw but still in draw phase, before entering standby phase.

Will the second effect of reckless cause me to miss the timing on heart of the underdog even if I draw a normal monster.

You can activate Reckless Greed during your Draw Phase (after your normal draw, obviously), and if one of the cards you draw is a Normal Monster Card, you can use the effect of Heart of the Underdog.

The effect that you skip the next 2 Draw Phases doesn't make a difference here. It's not something that happens; it's just something that is, so the last thing to happen is still drawing cards.

So by effect of reckless greed you cannot activate heart of the underdog in the 2 next turns



(Because you will skip the only phase on which heart activates)
