"During your Standby Phase, pay 300 Life Points to select 1 non-Monster Card in your Graveyard and return it to the bottom of your deck."

Is this effect mandatory, since the words 'you can' are not in the text?
Also, I think this effect will be negated if NecroValley is on the field, since you target a card in the graveyard.

I'd like some help with these questions, please.
 
The effect is optional (it is a cost effect. Note the word 'to'). You may use it multiple times in the same Standby Phase if you wish.

Necrovalley will indeed negate it (as would End of Anubis).

You can use it multiple times? I didnt know that. So, you are saying if I have a face up Recycle on my field, during my next Standby Phase, I can pay 300 to put 1 non monster at the Bottom of my deck, then pay 300 to put another non monster at the bottom, then continue doing so as long as I have life points to pay?

As a continuous spell with a payment option, does Recycle fall under the 'ignition' series of effects? If so, my opponent may chain to the ignition and interrupt my repeated use of Recycle??

Last thing? If my opponent were to chain to destroy Recycle (say Dust Tornado) does the continuous icon on my spell mean that the effect will not resolve since its no longer on the field? Or, will it continue to resolve successfully for the last payment that was made?

From the UDE FAQ for "Recycle":
"If you meet the condition enough times, you can activate "Recycle" as many times as you want in the same Standby Phase."

I would believe it is a chainable event, so yes, your opponent 'should' be able to chain to you activating the effect.

As such, if your opponent chains "MST" or "Dust Tornado" to your activation, I would not believe the effect of "Recycle" would resolve properly, so you would pay the cost, but not return a card to the deck.
 
The ruling on Royal Oppression says,

If the effect of "Royal Oppression" is activated, and "Mystical Space Typhoon" or "Dust Tornado" is chained to destroy "Royal Oppression", then the effect of "Royal Oppression" Disappears because it is a Continuous Trap Card, and the Special Summon will not be negated.

Royal Oppression's effect is similar to Recycle's in that it's a chainable effect that is generated from a continuous card. But if Dust Tornado or Mystical Space Typhoon are chained to that effect targteting that card then the effect disapears. (provided MST or DT aren't negated.)
