with the new replay rulings, you can choose to select different targets with the same atking monster (player B) if the number of monsters changes on player A's side.

So with asura priest, if Player A has a Sangan face up and a set scapegoats, and player B has a cyber dragon and a asura priest, and player B atks sangan, and then player B atks with cyber, and player A activates goats, can asura continue atking?

i guess im asking what monsters have to atk consecutively?
ie: haybusa, mataza, BLS, etc...

Asura Priest has no restriction for having to attack consecutively. It is in his rulings that he can indeed allow other monsters to attack and then continue attacking any other valid targets.

Hayabusa Knight and Mataza the Zapper don't need to attack consecutively.

Black Luster Soldier has to destroy a monster to attack again. Since he doesn't destroy a monster, he can't attack again.

There doesn't seem to be any monsters that can attack twice in a row without destroying a monster in between.

As stated, "Asura Priest" can attack again and destroy all sheep tokens; however, "Cyber Dragon" can NOT attack lifepoints directly this turn with the new replay rulings.

Umm. What are the new replay rulings?

In short:

If you attack with a monster and a replay occurs, if you then choose to attack with another monster you would not be able to attack with the previous one of which you had already declared an attack before the replay.
