Ring of Destruction vs Draw Phase vs Stand By Phase

Okies quick question :)

Scenario:

Player A: Snatch Steals Player Bs monster and then sets down Ring of Destruction and then ends turn

Player B's turn.

Player A activates RoD killing off the monster that was stolen before player B gets 1000LP in stand by phase.

Question is this: Is activating RoD in draw phase allowed or must Player B be allowed to recieve his 1000LP in his Stand By Phase before RoD can be activated?
 
You may activate a Quick-Play or Trap Card in your opponents Draw Phase. That would stop your opponent from gaining 1000 life points from Snatch Steal. Just make sure you state that you are doing so to prevent an argument as your opponent may state that they have moved to Standby Phase when you werent looking... lol (just kidding) But its always a good suggestion to state to your opponent your intentions before they leave a particular phase if you plan to activate an effect.

Actually, I think phases don't change until both players agree so (to stop speed players) , correct me if I am mistaken. Now thats not to say if your opponent declares a Jinzo summon, you say that you were still in standby phase to get waboku to activate.

ROD can be activated in the Draw Phase.. Player B has no choice about. The Draw Phase isn't over until BOTH Players say its over.

Question Answered Three times now... please no more posts.
