Scenario
Player A Controls "Summoned Skull" Equipped with "Axe of Despair" (ATK 3500).
Player B Controls "7 Colored Fish" (ATK 1800) and activate "Riryoku" decreasing "Summoned Skull's" ATK to 1750 and Increasing "7 Colored Fish's" ATK to 3550, the effect resolves successfully.

Later in the same Turn, Player A (or B) activates "Mystical Space Typhoon" destroying "Axe of Despair".

1. What would be the 2 Monsters ATKs?

2. And what would happen if Player A chains "Mystical Space Typhoon" to "Riryoku" destroying "Axe of Despair"?

3. "Riryoku" targets?

1. I'll give it the "Limiter Removal" treatment and say that it freezes the ATK of the monsters until then end of turn. So, "Summoned Skull" would still be 1750, and "7 Colored Fish" is 3550 (though even if I am wrong on the first part, later changes to "Summoned Skull"'s ATK would have no bearing on "7 Colored Fish").

2. If MST is chained to the activation, the "Riryoku" looks at what his current ATK is when it resolves (which would be 2500).

3. I would say "no" since you're not picking which monsters until the resolution.

I agree with you here, Riryoku takes in account the ATK when it resolves, and yes further changes to the Summoned Skull do not affect further the 7 Colored Fish's ATK.

It can't be more clear than this.

Also correct, since it can be any monster on the field
