About 2 months ago I built a Cannon Soldier deck. The first tourament I got schooled playing it.....a bit of tweaking and the next tournament I went 4-0 in the swiss before narrowly losing to one of the top players in our area.
I've found that Soul Exchange can be quite helpful in this type deck as well as what you would normally play. The nice thing about Soul Exchange is that you can play it at the beginning of the turn and it creates a floating effect. After Soul Exchange has been activated (and assuming it wasn't negated) when Cannon Soldier is summoned you'll have priority to activate Cannon Soldier and then use Soul Exchange's floating effect.
I play my Cannon Soldier deck with Ojama Trio limiting my opponent's ability to over run my field. With 2 Soul Exchanges, Snatch Steal, Change of Heart, Level Limit Area B, Messenger of the Peace, and of course Scapegoat I've got plenty of defense and stall to pick away at my opponent and use his own monsters as launching bait.
