Is his effect as long as he's on the field or for just the turn that he's recruited?

It's a Continuous Effect, so it's as long as he's face up and in play and doesn't use the chain. In addition, it's Cosmic, so it's only as long as he has his Cosmic Counter.
An effect that uses the Chain Zone will have some kind of marker indicating the effect is a one time usage. Trigger effects, for example, always begin with "When". "Whenever" or "At the start of". Other tupes of effects might use the word "becomes". All of these signify specific begining point and makes it chainable. But a blanket statement like Ronan's is just on or off.
