Royal Decree and Skill Drain

I know a player can activate Royal Decree in response to the activation of Skill Drain, but if a player activates Royal Decree later in the game AFTER Skill Drain is already active on the field, will Royal Decree negate Skill Drain's effect?

I'm not sure about the answer on this one. I always thought that Royal Decree could not negate the effects of continous trap cards that had already resolved and were active on the field.

Well, Royal Decree negates all trap cards on the field, so yes it would negate Skill Drain.

Yep. Skill Drain would still be negated. Even if you played a Royal Decree to negate the other Royal Decree, the fact of the matter is, a Royal Decree is on the field negating all other traps on the field, including Skill Drain. So yes, Skill Drain would still be negated. Hope it helps. ^_^
