Just wondering if Waboku is activated and your opponent chains Royal Decree, does Royal Decree negate Waboku?

I argued that Royal Decree negates the effect of Waboku when the chain resolves and was told that Waboku's effect still resolves.

Waboku still resolves... without effect.

If Royal Decree is chained to Waboku then Waboku's effect is negated.

If Waboku is chained to Royal Decree then Waboku's effect is not negated
