Royal Decree inside chains

I'm not clear on when Royal Decree negates stuff if it's in a chain... I assume it's my lack of understanding of continuous effects... anyhow... here's the scenario

Player A: has a set Royal Decree
Player B: has a set Dust Tornado and a set MST

Player A is TP and activates Royal Decree
Player B chains Dust Tornado to Royal Decree

Does Dust Tornado resolve? Or is Royal Decree's effect already in force?

Chains resolve backwards. And continuous trap and magic cards don't get their effects until they have resolved in the chain. So:

Chain Link 1: Newly flipped Royal Decree
Chain Link 2: Dust Tornado targeting Royal Decree

since the chain resolves backwards, Dust Tornado has nothing to negate it, since Royal Decree hasn't taken effect yet, and the Royal Decree is destroyed.

My Vertical Collapse on my monitor is going bad.....it is the most annoying thing when you are trying to type something in!
