Ok, couple of simple questions I can't remember....

1. Is scapegoats a special summon?
2. Does Jowgen stop Scapegoats from being played?
3. Can multiple Scapegoats be played in the same turn by the same player?

Yes! ;)

Yeah, because Jowgen tells you, you can't special summon a monster anymore!

3. Can multiple Scapegoats be played in the same turn by the same player?

No, because you aren't allowed to Special Summon or Normal Summon another monster the turn you already activated Scapegoat! :)

Just something to add onto what soulwarrior said. To legally activate scapegoat, you MUST have 4 monster slots open. You can't summon 3 of them and not summon the 4th because you don't like pink. =)

Another thing to add on is that IF you have 2 monster and your opponent take control of one of them, if you choose to activate scapegoat, the monster that was 'stolen' will be detroyed as it will be unable to return to your side of the field.

Just more fun facts about those annoying goats. =)
 
To go further with the fourth question. Multiple Scapegoats could be played in the same turn, but it requires that all previous Scapegoat cards have their activation negated. So if I play Scapegoat and you use Magic Jammer on it, I could play a second Scapegoat after that chain. The condition of Scapegoat (monsters may not be Summoned this turn) applies only when the effect resolves.
 
Sorry i have a question on scapegoat.
If i play scapegoat i can set a monster on the field ?
i ask this because on the text of the card talk only for special, normal
and flip summon but do not say set.
Can you answer to this question?
