scapegoats

I was wondering was there a change in the ruling on scapegoats? The reason I ask I was looking at the Judges list and found this thread

In the thread you can not set a monster if you use scapegoats. I thought that you could set a monster just not Normal Summons or Special Summons.

No, bishop is just using Scapegoat as an example for comparison with Lava Golem.

Lava Golem prevents the Setting of a monster on the same turn. You can still Set a monster when you play Scapegoat.

Another scapegoat question..

Ok here's a scapegoat problem i ran into today while using my beast deck..

I have 1 manticore of darkness and a scapegoat spell set. During my opponent's turn, he summons a pyramid turtle and cast creature swap. I chain with scapegoat and give him a token. He then raigeki breaks my manticore.. At the end of the turn, I want to discard a beast from my hand to special summon manticore, then i remembered scapegoat's effect. we discussed it and ended up not allowing the special summoning of manticore. Just as confirmation, was this right?

Yes this would be correct as Scapegoat prevents you from Special Summoning any monsters that turn and so you couldn't use Manticore's effect to bring it back as this is a Special Summon.
