Searchers on damage step

I read somewhere that searches like "mystic tomatoe", "pyramid turtle", etc, have their effects resolved in the damage step. Therefore the monster they bring with their effect comes to the field at that time and the opponent cannot use torrential tribute or bottomless trap hole to them as they are normal trap cards that do not modify the attack/defence of a monster. Is this right? If so, can horn of heaven and solemn judgement be use since they are counters and those traps can be used during the damage step?

The situation you mention is correct. However, Horn of Heaven and Solemn Judgment may not be used on the cards brought into play by those effects because both of those negating cards can only be used if the monster being Special Summoned is being brought out through its own effect (for example, Black Luster Soldier - Envoy). In this case, it is being brought out by the effect of Mystic Tomato, Pyramid Turtle, etc.

You are saying that as an effect is being used to special summon that the special summon cannot be responded to with either HoH or SJ? Is this similar for Last Will?

But at the end, the monster brought by the effect is an Special Summon, therefore it can be destroyed with HoH or SJ.

If not possible what could be a "defense" against that effect? (other than have more monsters in your side of the field to destoy the Special Summoned)
 
Do you mean in a manner you don't want your opponent to Special Summon a monster from the deck in the first place?

If a monster is special summoned by the effect of another card like "Monster Reborn" or "Mystic Tomato", the reason why you cannot use "Solemn Judgment" or "Horn of Heaven" against it is because the monster being brought to the field is part of the resolution of the original card and you miss the window to negate the summon. Card effects like "Torrential Tribute" or " Trap Hole" can be activated since those need for the summon to be successful.

As for what else you can do, you can use "Solemn Judgment" against the card that is going to summon the monster if it is a spell or trap card or "Divine Wrath" if it is a monster effect.
