Jeez, this ban list, god...talk about a kick in the nuts. Now I don't know whether to use Gravekeeper's Spy search or Apprentice Magician search. (Worst headache ever...)
 
First quick irrelevant comment: I'm gonna love playing this list on the WC2007 game when it becomes downloadable. Should make for some really good matches.

More relevant comments: Most of this list is actually what I called for, or mentioned quite a few times, with a few exceptions. I think not banning Treeborn is still surprising, but they did go the other route and limit Malicious and Brain Control, and even outright ban Metamorphosis like I figured may happen.
Looks like the biggest changes are there to affect Japan's overused Gadgets metagame.

The only things I don't like:
Nobleman of Crossout @ 2: I've disliked this card for a long, long time. It's gonna hurt my Gravekeeper/Dark World deck some, to a personal degree, but it just always limits the amount of flip effects a person can play in a deck in multiples as you might lose them too easily. I imagine Magician of Faith and Crystal Seer especially are big reasons this is back at two, though.
Jinzo @ 2: Nothing against Jinzo himself, I've just been a long-time proponent of banning or restricting Royal Decree, as it is, though with it going to 2, and Jinzo to 2, it kind of evens out a little.
The Transmigration Propechy @ 1: I admit, I don't quite understand this move... especially with putting Pot of Avarice to 2, it just kind of confuses me. Was really hoping to make use of this card, too, in a few decks. If I'm missing a really good reason, someone be sure to fill me in.

Good Goblin Housekeeping going to 3 FINALLY makes it playable. With new set support, I'm willing to give speed/defense Exodia a try again for fun. Especially with Foolish Burial coming soon. Messenger of Peace is still your friend.

A little annoyed that Wall of Revealing Light was bumped down to 1, it was already pretty risky to play a lot of times anyway. They obviously just don't like the stall cards they've created used in multiples.

I noticed no change to RftDD, seems DD decks (or perhaps Necroface in OCG) could become even more playable.

Honestly, what I see actually becoming a possible fun deck though, is a Demise/Normal Beatdown variant, using Symbols of Duty to bring him back after he's been summoned once. No fear of Snatch Steal and very little from Brain Control means it's a bit easier to just summon him early and let him sit on the field. Japan having Exodios could really make this deck shine.
 
wow... all i know is Breaker and MOF are a welcome back to me... and WHAT??? 2 Jinzos.... wow... things are going to start getting interesting folks...

I can see that the game is going to rely alot on Spells and Monster Effects.... Skill Drain is going to make a big comeback in this meta... heck it excites me so much, I think i am going to take it outta retirement and go wreak havoc on the local tourneys to see what happens... ... ***Evil Grin***

I am definitely going to throw down with the 2 Nobleman of Crossouts too, just for those of you that try to get defensive on me and start setting monsters that I would other wise pummel ... *** shakes Fusilier Dragon awake..*** I am stoked, this is going to be fun....
 
I'm still not convinced at all that this is a real list. I'm perfectly aware that there are a bunch of "scans" etc. But in my experiences, I have seen realistic scans that turned out to be fake in the end. Also, the source is BBS to begin with, who were mostly responsible for the previous fake list. And I wouldn't consider a Geocities site to be "reliable".

For the fake March 1st list, everyone was convinced it was real, and had the most bizzare moves, two common moves with this list being Nobleman of Crossout at two and D.D. Assailant off the list. Sites such as Shriek somehow had it 100% confirmed yet was fake and other sites followed suit saying it was confirmed.

The moves seem similar to those that inexperienced players often suggest, which I find is more than just a coincidence. In other words, Metamorphosis being banned (which could have just been restricted again), Smashing Ground, Fissure and Brain Control limited (Book of Moon to three instead), Royal Decree and Destiny Hero - Malicious at two (not semi-limit worthy).

Gadgets certainly have not been dominating in Japan. They were high in frequency at their nationals, but did they win? No, Light and Darkness Dragon won. For other reported Japanese tournaments, Gadgets rarely see the light of day, and if they do, they don't usually win. Even though that running two seems to be more effective in most cases, the semi-limiting in that case is utterly pointless.

Destiny Hero - Disk Commander was rarely ran in two copies. If UDE/Konami were truly responsible for creating this list, they should have noticed that. Therefore, any limit on it would be again, pointless.

Now the most bizzare, The Transmigration Prophecy. Under no circumstances does this card deserve a limit. It has never seen competitive play ever, even in Japan so I have no idea why it would be under the banlist radar. Bringing back any card for the sole intention of reusing it is highly situational as you would have to redraw it. That one card is what makes me suspect this list is not reliable at all, despite the "scans".

Also, Protector of the Sanctuary going to three with Morphing Jar still legal? Other questions, why semi-limit Royal Decree when running a pair of Jinzo can be much better? Why semi-limit Malicious when Metamorphosis is banned? Why limit Trap Dustshoot when it was only decent because of the combo-metagame? And again, why on earth limit The Transmigration Prophecy?

The list is manageable, but the majority of the limits are not not limit-worthy in the least.

Just to note as well, I would rather see high-quality scans from a trustworthy member who has the alleged V-Jump magazine, instead of blurred images from a site responsible for the last fake list. Yes it could certainly be real and in that case it would only take adjusting to, but I'm not going to be convinced that it's legit until it is posted on at least the official Japanese YGO page at http://www.yugioh-card.com/japan/tou/seigen08.html (Note: that is a dead link but should be link the newest list will be posted at).
 
I will say this. If this were truly a fake, someone would have confirmed it was being as all other of the fake lists were done so within 1 day. Plus we've already had the requisite 2 Fake lists before this one.

Btw, the Stall Combo was The Transmigration Prophecy + D.D. Borderline. That's why Prophecy was Restricted.
