Silent Magician LV4 and Level Up!

I wanna make sure on this. SM4 can be "leveled up" to SM8 by using Level Up!, correct?

Right now, there is only "one" Level Monster that cannot be "Leveled Up", and that is Winged Kuriboh LV10.

Level Up really seems to be the only viable way to get LV 8 out. LV 4's effect is severly limited....and that counts out of 5 occurances not 5 cards drawn....

Card Destruction =1 counter
Morphing Jar= 1 counter
Graceful (for this month)= 1 counter.
