ive been running a skill drain deck for years now... and ive read all of the regulations on it.
i was dueling a guy at a tourney we had a discussion on skill drain vs attacking f/d monsters...
he claims that if skill drain is active and i attack his f/d flip effect monster with one of my monsters he still gets the effect.

im sure that he does not get the effect...
if any of you guys can prove this guy wrong id appreciate it.

The effect activates, and if it's still face-up on the field when the effect tries to resolve then it's negated. If it's not on the field when it resolves, or if its turned face-down then Skill Drain can't negate it.

Suggest that he look up the rulings. Their pretty self explanatory.

As Digital Jedi mentioned, the answer is in the rulings...

"Skill Drain" will negate Flip Effects, and you can chain the activation of "Skill Drain" to the activation of a Flip Effect, but you cannot activate "Skill Drain" in the Damage Step because it does not specifically modify ATK or DEF, so you cannot chain "Skill Drain" to a Flip Effect that is activated because a monster was attacked while face-down.
Perhaps your friend is just confused because you can't chain "Skill Drain" to a Flip Effect that is activated as a result of a monster being attacked, but if it's already active, then it will negate even those flip effects...

Rule 1: Skill Drain will stop Effect Monsters that either Flip Effects or Resolve during the Damage Calculation/Clean Up Step (D. D. Warrior Lady and Magician of Faith are good examples).

Rule 2: Skill Drain Will NOT stop Effect Monsters that Resolve in the Graveyard. (Vampire Lord, Sangan, Exiled Force, Shining Angel for examples)

Rule 3: Skill Drain does NOT stop you from paying costs. But if the monster is still on the field at resolution of the effect, see rule 1
(EX: Chaos Emperor Dragon - Envoy of the End)

...However, u can also get the effect for example of "Magician of Faith" outside of Damage Calculation just like Digital Jedi said for example.-

Player A Flip Summons "Magician of Faith", and chains a "Book of Moon".

The Chain resolves Backwards BoM>MoF and the effect of "Magician of Faith" resolves normally

another example could be.-

Player A Flip Summons "Magician of Faith", and chains a "Torrential Tribute".

The Chain resolves Backwards TT>MoF and the effect of "Magician of Faith" resolves normally

Rule #3 Covers that part.

Exiled Force is a Graveyard effect? ;) [/watches as worms escape from can]

Yeah. I did anyway, that's why I laughed and used the "Silly Jedi" emoticon. It was a great joke and I was just adding to it.

Ironically, there's a thread on here right now that is ACTUALLY debating this very thing like it hasn't been debated to death already and decided long ago (though they still haven't removed that wording from the "Skill Drain" rulings...).

Anyway, good joke. Made me laugh. :peace
