Skill Drain vs. Jinzo

I know this is probably a re-hash of an old question but which effect takes priority?

Player A has a face up Skill Drain on the field. Player B tribute summons Jinzo. Does Jinzo's effect negate Skill Drain or does Skill Drain negate Jinzo's effect?

Skill Drain would negate Jinzo in this case.

Basically whichever one is on the field first wins.

And to clarify, Skill Drain needs to be face-up and fully resolved to be considered "first". If it's not fully resolved by the time Jinzo is out, Jinzo wins.

That's true, with my skill drain deck, call of the haunted and Jinzo caused the majority of problems, this meant that if call was chained to skill drain i would have payed lifepoints for nothing! I'm just proud to have trap holed Jinzo and Snatch steal Horus Lv8.
