Ok, I seem to remember this being covered somewhere, but cannot find it.... I know that Skill drain does not effect Exiled Force because its technically an effect that doesnt happen till in the graveyard, but would it stop Tribe Infecting Virus??? Is this a cost effect??? Sorry if this has been answered, i just could not find it.......

Skill drain does affect Tribe infecting virus since it will be on the field and yes tribe's effect is a cost effect since the firts thing that happens is discard and then it resolves.

Skill Drain will Not prevent you from Activating Exiled Force's effect. You may Discard and Activate it's effect. It will however Negate the effect should Tribe Infection Virus be face-up on the field when it's effect tries to resolve.

Skill Drain will not negate costs. So if you wanted to Tribute Exiled Force to activate his effect you may do that.

Skill Drain does negate the effects of monsters still on the field. This is why Tribe-Infecting Virus' effect will be negated while Exiled Force's will not. It's not whether the effect activates when off the field, it's if the monster is off the field when the effect comes up for resolution.

Example: I discard a Blue-Eyes White Dragon from my Graveyard and call "Dragon" to destroy all my opponent's Red-Eyes B. Dragons and B. Skull Dragon. My opponent does not wish to chain, but I decide to activate Raigeki Break. I discard another Blue-Eyes White Dragon to destroy my Tribe-Infecting Virus.

Chain Link 1: Tribe-Infecting Virus, destroying Dragons.
Chain Link 2: Raigeki Break, destoying Tribe-Infecting Virus

Resolve in reverse.

Chain Link 2: Raigeki Break destroys Tribe-Infecting Virus.
Chain Link 1: Since Tribe-Infecting Virus is no longer on the field, the effect of Tribe-Infecting Virus resolves and your opponent's Red-Eyes B. Dragons and B. Skull Dragon are destroyed.

Skill Drain Vs Tribe

Ok, so if it works that way with Tribe Infecting Virus.... how would it work if say.... I have Skill Drain Set, and another trap card... My opponent tributes for Mobius I then Activate Skill Drain..... does that negate Mobius before he gets to use his effect????? ( as if you cant tell i am running a skill drain deck right now... and I am trying to clarify some things before tomorrows tourney...)

"Mobius the Frost Monarch" -> "Skill Drain"

"Skill Drain" resolves first.
"Mobius"'s effect would resolve next but since he's still on the field, it is negated by "Skill Drain"

Well... no. "Divine Wrath" negates the activation, resolution, and destroys the monster. "Divine Wrath" has no effect on Continuous Effect Monsters.

"Skill Drain" only negates the resolution of all Effect Monsters still on the field (including Continuous Effect Monsters).

Here is an easy way to handle Skill Drain.

If the monster that created the effect is on the field and Skill Drain has resolved and is active, when the monster's would resolve, then the monster's effect is negated.

If the monster is not on the field OR if Skill Drain is not resolved and active, then the monsters effect will still resolve.

In the last example:
When Mobius is summoned the effect goes on the chain. Then Skill Drain is activated.

Skill Drain will resolve before the Mobious Effect resolves. So when Mobious would resolve, the effect is negated.

What if Tribe Infecting virus uses effect to destroy aqua type.. it would be destroyed as well wouldn't it? would that mean its no longer face up when the effect resolves and thus not negated by skill drain?

The "destroying of monsters" occurs during the resolution so even if "Tribe-Infecting Virus" calls "Aqua", he's still on the field when the resolution begins and would be as such, negated by "Skill Drain"

and if your opponent chains with ring of destruction on his/her Mobius?

Activate:
1) Mobius is summoned and its effect triggers.
2) Skill Drain is activated.
3) RoD is activated.

Resolve:
1) RoD kills Mobius and both players take damage.
2) Skill Drain resolves and stays on the field.
3) Mobius' effect resolves because Skill Drain can't negate the effect of a monster in the G-yard. Up to 2 S/Ts are destroyed (including the face-up RoD if it was a target).
