Would having skill drain on the field allow me to special summon a nomi-monster?

Skill Drain only applies to the field. Special summon effects on monsters can be thought of as 'in-hand' effects.
Besides, if it were so, it'd be nuts-broken.

Nuts broken doesn't say the half of it. It would have a reserved parking space in the forbidden cards lot.
