solemn judgement

at the pre - release today got into a friendly discusion about solemn judgement.
in the mega flight i used 'puppet plant' to take control of my opponents six samuri for the 3rd or 4th time in the match and he commented if he was using his regular deck that he would never let that happen - solemn judgement would prevent it, and i said i did not think solemn would negate it or d d crow since it never hit the field, but went from hand to graveyard to get effect, he , of course told me solemn negated anything and everything.... i meant to ask a judge, but in 'heat of battle'
forgot about it until this evening
and further got to wondering , if it was an illegal activation , would one still have paid to activate the card? even if it is replaced and warning issued?
 
You would be correct. Solemn Judgment would not negate puppet plant. It negates Normal Summons/Flip Summons/Special Summons/Spell and Trap cards. Divine Wrath would work however

You would never pay the Cost for a illegal activation of an effect, as it should never have been activated in the first place, hence the term, "illegal".
