This is because you can use your Priority to activate an Iginition-Effect, Multi-Trigger and Spell/Traps Cards with spell speed 2 and 3.

If you don't use Priority you pass it to your opponent and he/she may than respond to the summons. Am I right or not ?
 
That is correct.

Normal/Equip/Continuous/Field Spell Cards are not fast enough to use response timing after an event or chain resolution.

The exceptions to the rule are Ignition Effects and Triggers. Triggers because they force thier activation, and Ignition Effects because "Konami said so.."

At the risk of sounding like a broken record, the question of using Priority to activate Spell Speed 2 and 3 effects following a summon has not been officially answered.
 
And to not re-start the debate, but there is 1 Spell Speed 2 effect that we can agree upon that can be activated: Multi-Trigger Effects (since despite the name, it is just an Ignition Effect that can be activated during the opponent's turn).

That said... I'm looking for the "official" answer right now too.
(Edit: I posted this before reading your other thread on "What is Official" so don't think this was a jab or anything. Just coincidence I wrote it that way.)
