Spell Canceller
As long as this card remains face-up on the field, all Spell Cards cannot be activated. The effects of all face-up Spell Cards are also negated.


 Heavy Mech Support Platform
Once per turn, during your Main Phase, if you control this monster on the field, you can equip it to a face-up Machine-Type monster on your side of the field as an Equip Spell Card, OR unequip the Union equipment and Special Summon this card in face-up Attack Position. When equipped to a monster by this card's effect, that monster's ATK/DEF is increased by 500 points. (1 monster can only be equipped with 1 Union Monster at a time. If the monster that this card is equipped to is destroyed, this card is destroyed instead.)

If Spell Canceller is on the field face-up, one cannot use
Heavy Mech Platform Support as a card of équipment. Isn't this?

Heavy Mech Platform can use its effect to turn itself into an Equip Spell Card (as it is not activating it), but it will do nothing. If Heavy Mech Platform is already an Equip Spell Card, it cannot use its effect to change to a monster (as that as an effect of a Spell Card).

If Spell Canceller is face up on the field and a monster equipped with Heavy Mech is destroyed in battle would the Heavy Mech be destroyed and save the equipped monster or would the attacked monster die itself and Heavy Mech be destroyed via game mechanic of no longer having a valid target?

The monster equipped with Heavy Mech Platform would be destroyed as normal. While Spell Canceller is on the field, Heavy Mech Platform has no effect as an Equip Spell Card.

HMSP is negated by spell canceler because it effct occurs inside the damage step while it is still a equipp right?

monsters are considered destroyed in damage step 3 but only go to grave in damage step 5

so in which step should its effct activate?

Neither since as you said "Heavy Mech Support Platfrom" is being negated by "Spell Canceller" since it's considered an Equip Spell Card at that time (not because you're in the damage step). Otherwise when the card is destroyed (in this case, step 3), that is when HMSP's effect would trigger.
