Spell Reproduction

My dumb@ss friend says he can activate Spell Reproduction when I have Necrovalley on the field.
Just because their is no ruling of it in the Netrepâ„¢ Registry.
Can a judge please post here so my dumb@ss friend can read the ruling and shut up.
This is what I get for letting him dupe my Reversal Quiz OTK.

I'm not a judge, but I'll answer the question, He can't activate Spell Reproduction while Necrovalley is active, because SR targets a card, which Necrovalley negates.

Card Text of Spell Reproduction
Send 2 Spell Cards from your hand to the Graveyard. Select 1 Spell Card from your Graveyard and add it to your hand.

Card text of Necrovalley

As long as this card remains on the field, negate the effects of Spell, Trap, and Monster Cards that affect a card(s) in the Graveyard, and neither player can remove cards in the Graveyards from play. Also, as long as this card remains on the field, increase the ATK and DEF of all monsters that include "Gravekeeper's" in their card name by 500 points.

Look at the bolded text, Necrovalley negates cards that target a card in the graveyard. SR states 'Select 1 Spell card...' thats targeting 1 card.

There's your proof. Now can a judge back me up for correctness.
