Spell Shield Type-8

I avoided answering this because Spell Shield Type-8 says to negate a spell card that targets 1 monster. Riryoku targets 2 monsters. Hence the debate as to which way you want to say. I'd say no because Riryoku does target 2 monsters but it's not like I'll see either in play so I'm not really worried about it either way.
 
I'd assume Spell Shield Type-8 wouldn't be able to negate Riryoku as well due to Riryoku targetting two monsters. A ruling from Cyber Phoenix says the following:

I dont see it as targeting two Monsters. I see it as targeting the intial Monster, and when it resolves, you select whatever monster is still standing on your side of the field.

That crossed my mind as well. Really, the question here is, does Riryoku target two monsters? If it does, Spell Shield Type-8 can't negate it. If it doesn't, then it can. However, I suppose it's another one of those situations (for now) where it's up to the head judge of an event to decide. The text is really too vague to decide whether or not it targets one or two monsters.

Considering it's a much older card, it could very well be that the language isnt like our current templating when it comes to targeting and non-targeting.
 
I don't have a direct quote, but Simon himself has said that if a card does not target cards at the activation of an effect, then it doesn't target at all. Also, to add some more unofficialness (which is everything on this topic so far), WC07 makes you choice two monsters for the selection, and then applies the effect.
 
Well Riryoku does target since they talk about targeting Spirit Reaper with its effect (and Reaper being destroyed) but the ruling lists it as the monster whose ATK is being halved so I'd still be willing to say it targets 2 cards the same way that Mystic Box targets 2 cards, the one being destroyed and the one you're giving to your opponent.
 
Also a question of time changes arises, as it would almost seem like Spell Shield was MEANT to be used on an effect that targets a monster, period, over, say, a nontargeting one. Well, maybe not, there IS "Two-Pronged Attack", but maybe it was overlooked, just as Spell Shield has for formats.
 
Was doing a little bit of research if Riryoku targets one or two monsters and came across this here. Check the bottom for the rulings, which I believe it's claiming to have come from Judge-Yu forums.

If you note as well, by clicking the "Info" tab at the top and looking at the Japanese image of Riryoku, there's two instances of "1" in the text. Also, I believe there's a Japanese equivilent of a comma present in that gap in the text. If you have Japanese enabled, you'll notice it "にし、その" there.
 
Densetsu_X, we'll just say I meant I was looking for any card during that period that targeted two monsters to have some sort of basis on why Spell Shield might be worded the way it is =P.
 
Um...

"¢ [Re: Big Shield Gardna] A face-down "Big Shield Gardna" can only negate a Spell Card that targets 1 face-down monster, so it cannot negate "Riryoku", "Creature Swap" or "Dark Hole", but could negate "Nobleman of Crossout" or "Tribute to the Doomed".

Riryoku targets two monsters.
