Can cards like Swarm of Scarabs, Swarm of locusts and stealth bird use their effect to flip themselves face down be used in the same turn as when they are flip summoned successfully,
Or dose the second battle position change forbid this?

ok.. this is how those monsters work... If it is in Faceup attack position at the beginning of your turn. You may use the effect to flip it down. However, since it changed battle position by way of the effect, you may not flip summon it.
If it is in faceup Def. Position, you may flip it down, then flip summon it due to the fact that it did not change battle position.
NOW..... If it is face down at the beginning of your turn (Def. position)... you may flip summon it, then on your next main phase use the effect to flip it down. ( if you are not able to attack cuz your guy will die, simply declare your battle phase and not attack, then declare your main phase 2 ) ..Since you flip summoned it FIRST, you may flip it downby way of the effect ( sort of like how Book of Moon is an effect allowing you to flip it down)... I hope that makes sense and helps you out..

You do not need to change phases to use the 'turn face-down' effect. It is just normally done in Main Phase 2 so the monster can attack. It is perfectly legal to Flip Summon the monster and use its effect to turn itself face-down within the same Main Phase.

Flipping Marvellous

I thought the limitation on changing position was with regard to a manual change of position. This would allow the following:

The card is Stealth Bird.

Start Main Ph1,
card in face up attack position.
use the effect to flip it face down.
flip summon, trigger damage effect.
card cannot be further changed.

OR

Start Main Ph1,
card in face down defense position.
flip summon, trigger damage effect.
use the effect to flip it face down.
card cannot be further changed.

My reasoning would be that the position can be changed using card effects as many times as you want, or have cards for (book of moon, book of taiyou, zero gravity etc etc), but you can only manually change it once.

Does this sound right?

This won't work because in order to manually change a monster's battle position, all of the following must be true first:
  1. The monster has not be summoned (including flip summon and special summon) or set this turn.
  2. The monster's battle position has not been changed manually or changed by a card's effect (it's own effect or other card effect such as Book of Moon).

This will work. However, you can still change the battle position using other card's effect such as Book of Taiyou.

This is correct, providing you can manually change it. Please see discussion above.
