player a has a t.i.virus on the field and no m/t set. player a ends their turn.

player b draws change of heart and plays it to take ctrl of t.i virus.

can player b discard a card from their hand and declare aqua? or does the type that gets destroyed have to exist on the opponents side of the field.

also, can u you discard for tribe's effect more than once per turn?
 
yes, player b can discard a card to declare type aqua destroyed.

and yes, you can discard more than once per turn if your opponent doesn't stop it with cards like divine wrath etc.

These should all be on the card.

If the effect doesn't say that it destroys only opponent's monsters, then it also destroys your own monsters. If the effect can destroy your own monsters, then it can actually do something, fulfilling the condition of it having to have to actually do something.

If the card doesn't say that it's once-per-turn, and there's nothing preventing you from using it more than once per turn, then you can use it more than once per turn.
