TER absorption question

That is correct.
"Relinquished" and "Thousand-Eyes Restrict" rulings and playability are identical except for 2 things.
1) "Thousand-Eyes Restrict" freezes the field so no other Monster can attack or manually change their battle position. "Relinquished" can't do that.
2) "Relinquished", when equipped with a monster, will inflict effect damage if it would be destroyed as a result of battle equal to the amount of Battle Damage taken. "Thousand-Eyes Restrict" doesn't have that "backlash" effect.
But other than those 2 things, both can absorb a monster to raise their ATK/DEF to match the absorbed monster (face down monsters give them 0/0), both can use that effect once per turn as long as they don't have a monster equipped to them and both if equipped and would be destroyed as a result of battle would destroy the equipped monster instead so they would remain on the field.

You have TER equipped with Gemini Elf from another turn. Your opponent has Blue-Eyes White Dragon face up in attack position on his side of the field. You have TER attack BEWD. TER would have been detroyed as a result of battle, but wasn't because it had a monster equipped to it. Gemini Elf is destroyed and the player takes 1100. That player can then have TER absorb BEWD now.

LOL, i played for about 2 or 3 months with TER and I've attacked a stronger monster many times to lose my old one ^_^
Also fun to do if your opponent has 1 face up and 1 face down monster on the field:
- Absorb the face-down monster
- Attack the face-up monster
- Play book of Moon
- Play book of Taiyou
- Absorb the face-up monster
