when Thousand-Eyes Restrict has a Peten the Dark Clown equipted to it, and peten goes to the grave, does it still gets the effect?

Assuming you don't miss the timing, yes you would.

As long as Peten was sent to the grave as the last event, then yes you could choose to activate the effect.

If it happened mid-chain then the timing would be missed.

We generally wont close a thread for the simple reason that down the road new info may come to light or rulings may be changed and be posted here. That aids when people do a search for question and keeps them from getting conflicting or confusing information. Unless the thread gets out of hand of course. But that rarely happens.

A response chain has nothing to do with it. You won't get it if TER is tributed for the same reason you won't get it if Peten himself is tributed... you miss the timing. The last thing to occur is a monster hits the field.

No it's not. The beginning of the response chain is the activation of chain-link 1.
